In order to build up a public policy promoting early diagnoses of childhood cancers in Rio de Janeiro, the Instituto Desiderata has been mobilising major public and private institutions in Rio de Janeiro to discuss this topic, since 2003. The outcome of these efforts was the launch of the United through the Cure (Unidos Pela Cura) Initiative in December 2005, paving the way for the participative construction of a triple-pronged plan of action for the work undertaken through this programme: education for paediatricians, organisation of the access flow for suspected cases of these diseases, and the information feedback system. In 2006, more than twenty meetings were held, attended by some forty practitioners and ten institutions, including government hospitals and municipal and stateadministrators. The outcome of these efforts – the plan of action to be implemented initially in the Rio de Janeiro Municipality – was approved by the Strategic Committee of the United through the Cure Initiative. All the institutions jointly responsible for this Initiative hold seats on the Strategic Committee.

In 2007, work began on implementing the United through the Cure Initiative with the Paediatricians Education Agenda. A monitoring and assessment project was also drawn up for this Initiative, in partnership with the National Public Health School (ENSP) at the Oswaldo Cruz Foundation with the support of the Ffor Scientific and Technological Development in Healthcare..
In 2008, the virtual operating flow control system was introduced, training practitioners in how to refer patients from government clinics to central hospitals for investigation. Moreover, the United through the Cure Initiative website was structured with the purpose of managing its work fronts and providing information to the public at large. These tools were developed under the coordination of the National Cancer Institute (INCA).
